That's just telling you you disabled syncing for the library. Double-click the row.

That shows the citation dialog opening. Check to make sure it's not appearing behind your other windows. It's part of the Zotero app.

You should talk to your mail server administrator. We send these out via the Amazon cloud email service, and they should arrive within seconds. Any delay would be on the side of your email server, which they could confirm from the mail headers.
