No, that’s not normal. Disable all plugins and restart Zotero.

See Files Not Syncing. (You're at your storage quota, so additional files aren't being uploaded from the computer where you're adding them. The computer would be showing you a warning icon about that on every sync.)

No, the Cite settings are just for managing installed styles — you can't select a style there. You choose a style where you're actually using it. In the case of the word processor plugin, that's in the plugin's Document Preferences window.
