Adding citations with the Zotero plugin always edits the undo history like that on macOS. Unfortunately we don't have a way to control it. Regarding the error, you should follow the troubleshooting page posted above.

Could you temporarily change the language of Windows to English (US) and see if the issue still occurs? You may need to restart Windows in between language changes.
