We've had a few reports of this recently, but I haven't been able to reproduce it. What browser and operating system are you using? (Note that for any substantial work with Zotero, you should use the full Zotero application rather than the website.)

For the current mobile library, you need to enter editing mode while viewing the list of items. Then you can select one or more items and add them to collections. A much improved web library for all screen sizes is not too far off now.
