You don't want to do XML export in CSL for sure -- write it as a translator. Those are also javascript anyway, so might be more aligned with your skillset?

Yes with a javascript. I guess it is possible to replace an empty field with a specifif value for all records in a collection. It am doing so for replacing a value by another one
