You can't just drag the document into google docs, no. You'd have to export it from Word first, so you need at least temporary access to a computer with Word installed.

I noticed the problem with another source and found that clicking 'refresh' in the Google Docs Zotero menu forced it to update (even when deleting and reinserting the bibliography didn't).

You should avoid running the full refresh on a document, especially in Google docs, unless necessary (like before submitting the paper). With over 350 citations it is expected to take that long.
