There's a bug with filtering for tags on standalone attachments in the current version. This will be fixed in the next beta and in 8.0.2 soon. For now, if you create proper parent items, this will work properly.

We have no idea what you’re referring to if you don’t report it. The only thing you’ve posted about for Zotero 8 is a third-party plugin that we don’t have anything to do with.
