There's a bug with filtering for tags on standalone attachments in the current version. This will be fixed in the next beta and in 8.0.2 soon. For now, if you create proper parent items, this will work properly.

I see this in stock Ubuntu 20.04, but it doesn't happen in current Ubuntu 24. So yes, upgrading is likely the solution here.
