You're using the wrong type of style, numeric and author-date style. You need a footnote style. Try Chicago Full Note or any of the other note styles: https://www.zotero.org/styles?format=note&dependent=0

The footnotes in footnote styles are actually handled by Word/LibreOffice. So you can use the cross-referencing functionality to just point to those.

If you find a author-date (Harvard) style that matches what you're looking for then it's relatively easy to add the label.

You look at the current, 10th edition style, and compare it to the new guidelines. Sometimes, like APA, the introduction also points out the main changes.

Can you switch to a different citation style and back? Can you try in a new document with the problem citations? If that gives you a correct results try deleting those references in your original document and inserting them again from your library.
