Everyone editing the document must have the Zotero Connector installed and authenticated with Google Docs for use with Google Docs, otherwise copying and pasting pieces of document will unlink the citations in the copied text.

Can you be more specific about what you mean by "unable to insert any citations into footnotes"? Do you get a citation dialog and then an Error? No citation dialog at all? Did you try this in a new document? What citation style are you using?

@NmaiC No need to provide a document, I know what the issue is. We should display a better prompt for this and I've created a ticket. Renumbering citations causes problems with the citation processing logic code so it is unallowed.
