As far as I know, you can change the group Library settings to avoid any member to add, edit or remove items from the group (Library Editing), but I suppose they can read them, isn't it? Maybe it is a solution.

It stays with the owner of the group. The general rule here is that each person's storage space (whether free or purchased) is shared between his or her own Library (My Library) and the libraries of the groups he or she owns.

No, this is the Debug ID, as you asked. As I mentioned before I only see the delay when Zotero is launched after PC is restarted (even with all plugins manually disabled). That is what I call a "fresh startup".
