This most often occurs because the export is not what it claims to be. Inspect it in a text editor. If you can't make sense of it, split the RIS file into smaller chunks and then post a small one that fails to be imported.

If you have Zotero Standalone open, and are saving to that, this shouldn't happen. But you need a zotero.org API key to save directly to the Zotero server if Standalone is closed.

Have you selected the alert message and pressed Enter/Return? This will accept the changes that need to be made. If you're just closing the alert, you'll see it repeatedly because nothing was fixed.
