I can reproduce the issue in a brand-new empty Word document.

Zotero note styles use the Word footnotes system, so you can mix real citations with commentary like you want.

Best I can see, the fixes are all in the Word Integration (https://github.com/zotero/zotero-word-for-windows-integration ) but I don't think the current, updated integration will work with Zotero 6 --
