Depends entirely on how Google decides to rate limit. It can happen if you tried to save a bunch of items at once, in which case waiting a bit should help, or even based on your geographical location.

An LO crash installing the .oxt directly would be an LO or JDK bug. I don't know that anyone has tested the MS JDK, and it's not what we recommend. You can try the Oracle JDK.
