@Timrosenthal There is a "More Info" button in that dialog which you can click through and manually override the lock. Sorry for the issue. When no other user is involved, it is usually a result of Google Docs servers crashing.

Most likely you cited two identical copies of the same item. One of them you may have deleted from your library. You will have to reinsert the citations of those items making sure you select the one existing in your library.
