Zotero is based on Mozilla, so I don't think there's much of a chance of a workaround there, but your institution should be able to have more finegrained permissions.

The permissions are entirely separate. Your personal library is only visible to anyone if you set it to be public (in which case anyone can see its contents)

It's accessible by keyboard from the View menu (View --> Layout --> Item Pane). You can also restore it the exact same way you hid it (i.e. by drag & hold from the right) but I understand that can be a bit finnicky
