Convention in CSL is to cite software manuals as Software. Other manuals are cited as Reports. I don’t see any specific need for a discrete “manual” type.

Footnote numbering is controlled by Word, not Zotero. Usually this happens if you are using tracked changes. Accept the changes and the numbers should update.

It’s possible that the item didn’t have a final volume/issue number assigned at the time you downloaded the paper, or perhaps the publisher hasn’t yet updated the record in CrossRef to include the volume number.

For UN reports like that, I would suggest Report as an item type. If they have long names you’d like to abbreviate, you could enter the abbreviation as the Author and the full name of the agency as the Publisher.

I would cite this as a Report and enter the economics in context part as the Series title.

The Add by Identifier in the desktop app only accepts ISBNs, DOIs, and PubMed IDs, not arbitrary URLs (like this one). To save a URL to the desktop app, open the URL in your browser and click the Save to Zotero button in your browser’s toolbar.
