I have uninstalled Zotero, reinstalled it. Same problem. I have signed out of Google Docs and signed back in. Same problem. The only extension I have enabled in Google Docs is Zotero.

You shouldn't be sent to a Zotero webpage when using Google Docs integration — that doesn't use your Zotero credentials in any way. Do you mean that you're clicking the save button?
