I'm on google docs on safari. If I try to add citations, or choose any of the other options, or use the Zotero button in the tool bar, a window just pops up in google docs (no red bar from Zotero app)

If you can't get it to work, restart Zotero and provide a Debug ID from Zotero for reloading Google Docs and clicking Add/Edit Citation where the citation dialog doesn't appear.

Yes the issue persists with all my Zotero plugins turned off. The behavior is the same in both Google docs and Obsidian so I figure it's not an issue with Obsidian integration.

Start by disabling your plugins (Help → "Restart in Troubleshooting Mode…”), and then test in Google Docs. We don't have anything to do with Obsidian, so you're using a plugin for that.
