I know Mendeley had this feature years ago, and ZotFile offered something similar in a semi-automated way, but as far as I understand, ZotFile is not compatible with Zotero 7.

Embedded attachment notes were always an esoteric feature, used mostly by third-party plugins (e.g., ZotFile stored PDF outlines there), and they don't really reflect how Zotero is designed to be used
