I have no idea what you're talking about. Zotero is based on Firefox 60 ESR. It doesn't have anything to do with the .NET Framework.

That's a question for Mozilla. It may still be possible to install Firefox extensions using an enterprise policy. This wouldn't have anything to do with Zotero specifically.
