That's not a valid Report ID, but are you actually being shown an error, or are you just quoting from the error report? In any case, your group has file-editing disabled, so you can't add files to it unless you change that and sync.

I mean, if you uncheck syncing of attachment files, no files, including PDFs, will be available anywhere other than the computer where you added them. It's not really about snapshots. You would just be turning off file syncing.

You should move your data directory back to the local disk. We can't help as long as it's on an external disk.
