Either you installed some other way (e.g., zotero-deb) and need to update with that or you need to fix permissions of the program folder.

If you're getting that message, Zotero still can't read or write to the file. That's all we can tell you. This isn't a problem in Zotero itself. You'll need to fix whatever permissions are wrong (e.g., on the folder itself).
