If you already copied the items to another library, you have to delete them in the target library and then drag again with the new settings. Otherwise it will just keep the versions you already copied with all of their child items.

Could you provide a Debug ID for an export attempt that's not working? How large is the exported RIS file? If you open it in a text editor (e.g., Notepad or TextEdit), what do you see?
