Looking at a current paper of TOCS that clearly shows the ACM style: https://dl.acm.org/doi/pdf/10.1145/3643029 Was this something an editor at the journal told you or you are basing on something else?

It's most likely because in your "edition" field you actually have it written out like that. It's always recommendable to just enter the number, i.e. "2", and citation styles are then able to style it as required.
