Looks like everything is working as designed. When you cleared the server you erased all your data on the server. You'll need to sync again from your machine that has data.

Where are your PDFs on your computer? They need to be included in your Zotero library. To associate a PDF with a Zotero library item, simply drag the item into Zotero (on top of the item to be associated).

Does the WebDAV URL work from the web browser?

Because of problems with gated resources or because translator developers have not yet added the functionality, not all translators grab PDFs. Your Scitation translator is working as designed.

That's a localization error. We don't normally support non-English locales while in pre-release testing. You can try switching your Zotero interface to English by going to about:config in Firefox and setting general.useragent.locale to en-US.
