Yeah, there's occasional problems with profile config or even cached scripts or similar. If you're having problems with citations not being detected and it happens in a new document please create a separate thread with the steps on how to reproduce.

Sorry, I've tried reproducing this on my own Mac, but it works fine, so there's something more going on than just the locale alone on your system. I don't think we'll be able to fix this or provide troubleshooting steps on our end.

Deleting a reference from Zotero wouldn't have stopped it from appearing in your document. To remove a citation from the document you need to remove it there. For more on how to troubleshoot such issues to see the debugging broken documents steps.
