You can turn off file syncing in the sync tab of the Zotero preferences (that's not quite what you're asking, but it'll get rid of the error and prevent it from coming up again in the future, which seems like the relevant bit here).

You can't switch back, no. You can just click on the note icon on the right, no need to scroll through the various sections. You can also right-click on "Notes" and pin that section to the top so it's always the first thing you see.
