You do, because citations refer to items, not notes. When inserting a citation, you'll see a field where you can enter the page you want to cite. I often have Zotero (or a PDF) open besides Word so that I can remember which page I'm citing from.

Yes, Zotero is probably the right software for you. It can do most of the things you want it to do. Please start by reading the quick start guide. Most of the questions you're asking are answered right there.
