I just followed the link to finding the Zotero data directory -- the zotero.sqlite file is in the default location, in the C:\Users\\Zotero folder.

I've installed the beta and, yes, it seems to fix the problem. All the functions that slowed it down on my Windows 10 machine are running more or less as fast as I'm used to or would expect. I don't have my Windows 7 machine here so can't test it …

Just for one more data-point though. I turned auto-sync back on, did a few more changes in my notes, and it almost immediately crashed for the first time in hours -- with the left pane still closed.
