Just the short answer. You're at your storage limit. You're almost certainly getting a sync error when you sync from your Macbook that says files were not uploaded because you're out of space.

If you get storage because of a university email address, you can keep that email address as a backup on your Zotero account and you'll still qualify for unlimited storage.

Assuming you're talking about the Edge connector, it just needs to be installed from the Edge add-ons store. If this is an institutional computer/network, it may be blocking you, which would apply to any Edge add-ons, not just Zotero.
