Did you import this document with Endnotes into Google Docs by any chance? If you did, that's most likely the reason why the option was available in the first place.

I'm not sure what's going on with Google Chrome error trying to install the extension, but you should restart your machine, and maybe check to make sure you have empty space on your disk.
