    All I use ZotFile for is to rename & move (renamed) child pdf's to C:\Zot_file_pdf - but this is simply "filing neatness" - if Zotero does not allow a "generic" Zotero Standalone folder (C:\Zot_data)

    do you have the Zot_final folder on PC2? Zotero doesn't sync files you've moved with ZotFile. That's one of the principal reasons people use that ZotFile feature.
