If a fresh test document works correctly, it sounds like this is caused by document corruption. Try going through the steps for debugging broken documents, and let us know what you find.

The value is auto-filled, however, when capturing from the N.Y. Times website. Ah, my fault. It was forcing the jurisdiction value when translating newspaper article items. I've just put up a fresh MLZ release that fixes it.
