The data is definitely there, the reinstalled client just looked in the wrong place. Resyncing is the simplest way to recover, but if that's not possible, post back and we can walk you through the steps to find the local data.

This should be fixed in version 1.1.177, which just went up. You can try it by installing one of the Propachi plugins, or wait until the next Zotero release that contains an upgrade to citeproc-js v1.1.177.
