If there are no functional citations, you can just save it as a .docx and reinsert everything in Word. Otherwise, you'd want to follow the conversion instructions.

Did what? The page is just explaining that something you or your instructor did caused the citations to be flattened, and you'll need to restore to an earlier version of the document or reinsert the citations.
