I'm afraid you'll need to debug this yourself. Something networking-related on your system is causing this. I'm not sure what would both prevent outgoing connections and prevent Zotero from even binding to a local port.

Did you actually point Zotero back at the correct location in the settings?

Is it a very large EPUB? Does it happen if you close all tabs, restart Zotero, and open some other smaller file? Have you tried restarting your computer?
