Can you provide a Debug ID for 1) using Reset File Sync History (and only that) from the Sync → Reset pane of the settings, 2) clicking the Sync button, and 3) opening a file that wasn't downloaded automatically?

Can you provide a Debug ID (different from a Report ID) for a sync that fails? (Replace Online Library isn't necessary after making local changes and isn't a troubleshooting step. Don't use those options unless you know exactly what they're for.)
