I'd guess that you explored the settings and accidentally double-clicked on the My Library row in that popup.

I promise you it's not disabled by default. Setting up syncing simply involves putting in your username and password and clicking Set Up Syncing. That's literally it.

(I'd also be curious how you ended up disabling that. People do this by mistake, but it's never clear why.)

It looks like this was due to a bug in the update process in the last few Mac betas, starting with the first 7.1 beta. It should be fixed going forward.
