No, reinstalling the app has no effect on settings or data. You can see the plugins you have installed in Tools → Plugins, and you can disable them all temporarily by restarting in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”).

I don't really understand what you have in mind here but I suspect you're overthinking this. Just use a normal installation of Zotero and set up Zotero syncing, with either Zotero Storage or WebDAV, which will let her work from multiple computers.
