That's just a network proxy server, not a web-based proxy that you log into through your browser. You configure it in your OS as in the video on that page, and there's nothing for Zotero to do. What problem were you actually trying to solve?

You're right-clicking on a PDF, so the option wouldn't make sense there. You would have to right-click on a regular item with a DOI and no child PDF. It's called "Find Full Text" in Zotero 7.
