OK, but we need the other order: 1) a Debug ID for resetting file sync history and syncing and 2) a Debug ID for then trying to open the file that still doesn't exist after the sync.

No, as I say, there's no way for us to tell you what the problem is — it's not a problem in Zotero itself. But if you've moved your data directory to a custom location, that's the problem.

That shows a sync. It doesn't show you running Reset File Sync History. I suspect you're not actually running it — this shouldn't be happening otherwise. If you think you are, can you provide some screenshots that show exactly what you're doing?

And can we see a Debug ID for actually running "Reset File Sync History" and then clicking the sync button? This shouldn't be from Zotero startup — just starting with that operation.

As I say, attachments will be downloaded via the browser in 7.1. Lots of other stuff will be broken in the app without network requests — see the linked page.
