We talked with Microsoft. They're aware of this issue with the Adobe plugin. They have a fix in testing now, and it should be released soon.

OK, that's correct, then. (In Zotero 7.1, item types will appear in the lower section even if they appear in the most-recently-used section at the top. And Web Page never appears in this menu.)
