That's a configuration problem with your firewall, and wouldn't be the default setting on Windows. No firewall should block traffic on 127.0.0.1.

Can you provide a screenshot from iOS that shows the problem? Note that the grayed-out attachment doesn't have a file uploaded, at least via Zotero Storage, though that shouldn't affect whether it appears in the attachments list on iOS.
