One of your groups doesn't have file editing enabled. You wouldn't be able to save PDFs directly to that library either. (Once you fix this, you'll need to delete the previously dragged items and drag again.)

The highlights will appear automatically when you open the PDF in the Zotero reader, but to make them editable, you have to go to File → Import Annotations, which will transfer them out of the file and into the Zotero database.

Currently you have to install 7.0.19 from the download page if you have 7.0.16. Your data won’t be affected.

Yes, you're just at your file storage quota. Zotero would be showing you a warning about that in the toolbar on every sync on the computer where you've added files, and you can see this in your storage settings.

Your Zotero account has nothing to do with any other account. The only time your Zotero account is relevant is when you're logging into the Zotero website or setting up syncing in one of the Zotero apps.
