Your description here is really confusing. Are you describing two separate issues? Is this about data — i.e., library items — not syncing or attachment files not getting uploaded to WebDAV?

What kind of notes are you referring to? Nothing has been deleted in your library, so this is likely some sort of misunderstanding.

They wouldn't have disappeared on a computer where they existed previously unless they were deleted outside of Zotero. It's more likely that they simply haven't synced from the computer where you added them. See Files Not Syncing.

Restart in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”), which temporarily disables all plugins. If that fixes it, you'll need to identify the plugin that's causing it and then report the problem to the plugin's developer.
