This is one situation where you might be better served by Mendeley, which houses its data in the EU (well, in the UK...) and is registered as a data controller under the UK Data Protection Act.

The privacy settings were at default, and I'm accepting cookies and remembering history. (True in real life as well.) No change, still get the error. Not for all PDFs, it seems: just successfully retrieved metadata for another one.
