If by "references" you mean the bibliography, you can delete the bibliography (make sure it is completely gone), and insert a new one using the Add/Edit Bibliography button in the Zotero tab in Word.

You are a Mac user? In Macs, app pulldown menus are always at the top of the screen. Have you checked there? (Add-ons are now called Plugins in Zotero. And I assume you want to add a plugin, not create one.)

https://www.zotero.org/styles/?q=pmid returns the NLM/NIH style for grant proposals. I think this style should be very close (though it prioritizes PMCID over PMID, if both exist).

Yeah, NCBI is doing maintenance and saves may not work for a while. They say: We expect all NCBI products and services to be fully available again by Monday, July 28th. So, I would wait until Monday (US eastern time).
