APA7 certainly does that correctly. Are you sure you have APA7 selected and the citations are refreshed? Try in a fresh document.

Run that style through the formatter as it'll make it easier to read: https://formatter.citationstyles.org/ You can just copy that "term" line from above in your locale section since you already have one.

What do you mean by "that did not work for this"? The article explains why this happened and how to prevent it from happening going forward. Flattened citations cannot be recovered, unless you have a backup of the file before this happened.
