Do you see the same issue if you try to add a tag for a note item in the library tab (it uses the same popup)?

Seems like a PDF issue. Does it happen with more PDFs? Also, does it happen with other PDF viewers? If not, please send an example PDF file to support@zotero.org with a link to this thread.

Have you tried Zotero 7 beta? It has an experimental internal link preview in a popup. Not exactly what are you asking for, but could still be useful.

We'll improve this. Thanks for the file. Page numbers often aren't embedded in PDF files, or sometimes they are incorrect. We try to use various methods to determine the correct page number, but there's room for improvement.
